Top down — who decides

    Never: Be screened, scored, ranked, or asked to prove hardship.

Where the ladders meet

Both ladders have to agree.
A decision from the top that leaves a family with less is not a decision, it is a mistake with a signature on it.
Need beats plan.
Roadmaps are guesses. A person on the phone tonight is not. The queue reorders around them, automatically.
Authority never skips a rung.
Every action traces to a human who signed it. No system grants itself power, and no desk grants itself access.
Both directions are public.
Top down without transparency is control. Bottom up without transparency is theater. Published, it is accountability.
